John Carnevale
John Carnevale has more than twenty years experience in the area of drug control policy, much of which was gained in the Executive Branch of the United States Government. He served for almost eleven years at the Office of National Drug Control Policy (ONDCP), where he directed the formulation of the National Drug Control Strategy (NDCS) and its federal budget. Dr. Carnevale was responsible for implementation of the Performance Measures of Effectiveness system that ONDCP uses to assess the progress of the NDCS in achieving its goals and objectives. He also worked as a researcher in the Office of Management and Budget and as a Public Finance Economist in the United States Department of the Treasury, Office of State and Local Affairs. Dr. Carnevale served three Administrations and four drug czars, and is credited with having conducted a number of major policy research initiatives that shifted the focus of the NDCS from supply reduction to demand reduction. He is a Senior Associate with SAI.
